Tri-global Solutions Group Inc. is seeking one (1) Intermediate Business Consultant (Infrastructure Modernization) to join our talented Service Delivery team at Ministry of Justice (Government of Alberta).

WORK MODEL: The successful contractor will be working onsite in Edmonton, AB. There is a possibility the contractor may be able to do some work remotely. Work must be done from within Alberta at all times due to network and data security policies. Applicants must be authorized to work in Canada to apply (Canadian Citizen or Permanent Resident). Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays.

PROJECT OVERVIEW

We require a Business Consultant for Infrastructure Modernization.

Project: Operations Services Transformation

We require an Intermediate Business Consultant to support Court Technology Services operations with a comprehensive infrastructure and service modernization initiative. The Consultant will work closely with operations teams and stakeholders to modernize technology services (Server, Storage, Network, Desktop services, Audio Visual Serves), align operational practices to ITIL, and establish mature hybrid cloud, disaster recovery, resiliency, and business continuity capabilities.

The workstreams are interconnected and will progress in parallel, including:
• Operations & Service Transformation
• Data Centre Modernization & Hybrid Cloud Strategy
• Disaster Recovery, Resiliency, and Business Continuity
The Consultant is expected to both author key deliverables and facilitate collaborative design with internal technical teams who provide detailed environmental knowledge.

DESCRIPTION OF SERVICES

Key Responsibilities & Deliverables

1. Operations & Service Transformation:
• Assess current operational practices across infrastructure and end user services (server, storage, network, AV, desktop, service desk).
• Define and document end to end IT services, including service descriptions, ownership, service levels, success measures, and performance indicators.
• Design and document ITIL aligned operational processes, including but not limited to:
o Incident Management
o Change Management
o Service Design
o Service Catalogue Management
o Continual Improvement
• Support organizational design activities, including role definition and job description development.
• Develop and execute change management and communications plans to support adoption.
• Support potential alignment with service management tooling (e.g., ServiceNow).

2. Data Centre Modernization & Hybrid Cloud:
• Lead development of a data centre modernization strategy aligned to a hybrid cloud operating model (on prem/private cloud integrated with public hyperscale cloud platforms such as AWS and Azure).
• Facilitate options analysis and decision making for modernization approaches.
• Produce both:
o A multi year strategic roadmap, and
o A tactical execution plan aligned to near term delivery.
• Work in an architecture adjacent capacity, producing logical designs, requirements, and decision artifacts while collaborating with technical architects.

3. Disaster Recovery, Resiliency & Business Continuity:
• Facilitate engagement with service owners and business areas to define and document RTO/RPO requirements.
• Design and document DR and resiliency architectures aligned to hybrid environments.
• Develop executable disaster recovery runbooks, test plans, and recovery procedures.
• Plan, coordinate, and document DR exercises and test scenarios, including outcomes and improvement actions.
• Develop or update business continuity frameworks and plans aligned to operational realities.

Governance, Analysis & Executive Support:
• Prepare clear, concise executive level presentations, briefings, and decision documents.
• Support program and project governance, including risk and issue management.
• Develop business cases, backgrounders, and recommendation documents suitable for senior leadership review.
• Facilitate workshops, working sessions, and stakeholder consultations.

Expected Outcomes:
By the end of the engagement, the Consultant will have delivered:
• An approved infrastructure and data centre modernization strategy
• A defined and documented service catalogue
• ITIL aligned operational processes and operating model
• Documented RTO/RPOs, DR architectures, and tested recovery plans
• Executable DR runbooks and completed test results
• Clear implementation roadmaps and executive approved recommendations

Qualifications & Experience (Implied through Duties):
• Demonstrated experience delivering infrastructure modernization and service transformation initiatives
• Practical experience with ITIL based service design and operations
• Experience supporting hybrid cloud environments
• Experience producing DR, resiliency, and business continuity deliverables
• Strong facilitation, documentation, and executive communication skills
• Experience in justice, courts, or public sector environments is an asset

MANDATORY REQUIREMENTS

– The proposed resource must meet or exceed one of the following combinations of education or certification and experience in the resource role (8 years+): • University degree in business, management or a related discipline and four years of related experience; OR • Two-year diploma in business, management or a related discipline from a recognized post-secondary institution and six years of related experience; OR • One-year certificate in business, management or a related discipline from a recognized post-secondary institution and seven years of related experience.
– Excellent verbal and written communication skills and the ability to interact professionally with a diverse group. (Yes or No)
– Experience assisting clients to execute strategies with technology, process, organizational design and IT operations. (5 years+)
– Experience at the intermediate management level or above in an organization of comparable size and complexity to Alberta Courts (2000+ staff). (5 years+)
– Experience developing and delivering communications and presentations at multiple levels of an organization. (eg. Executive Management, Management, Program Sponsors, Steering Committee, Branch Managers, End Users) (5 years+)
– Experience developing and maintaining positive relationships across the organization, from front line staff to executives. (5 years+)
– Experience with the development of business cases for a wide variety of initiatives and projects (strategic, business improvement, information technology, etc.). (5 years+)

DESIRABLE REQUIREMENTS

– Experience conducting, facilitating and interpreting impact and risk assessments across multiple scenarios. (5 years+)
– Experience creating flowcharts/diagrams/analyses, including but not limited to activity, process flow, data flow, entity relationship, mind map, roadmap/plan, gap analysis, organizational chart, SWOT analysis, RACI matrix, UI wireframes, user personas/journey maps. (2 years+)
– Experience evaluating policies, programs, and initiatives using program development principles. (2 years+)
– Experience in managing projects in an organization of comparable size and complexity to the GoA. (5 years+)
– Experience in quantitative and qualitative analysis of costs and benefits. (5 years+)
– Experience in the design, development and implementation of a digital transformation initiative or digital delivery program. (2 years+)
– Experience leading an organization through a large scale technology change impacting all levels of the organization. (2 years+)
– Experience using analytical and problem solving skills to plan and design creative solutions. (5 years+)
– Experience with change management. (5 years+)
– Experience with financial reporting and modeling. (5 years+)
– Experience with government planning and budgeting processes and procedures. (3 years+)
– Experience with the development of communications plans. (5 years+)
