PROJECT OVERVIEW

The Banking & Cash Management Branch (BCM) within the Provincial Treasury (PT), Ministry of Finance is responsible for contracting acquiring and payment gateway services that enable government to accept and process Payment Card transactions made by the public.

The Fiserv Transition Project is a government-wide business transformation initiative to replace the Province’s current Payment Card service provider with Fiserv. The project affects all ministries and programs that accept debit and credit card payments and includes both:

• Card-present payment solutions, where payment cards are used in person at locations such as Service BC offices and BC Liquor Stores; and

• Card-not-present payment solutions, primarily involving approximately 50 e-commerce applications through which the public makes online payments.

The transition will impact a broad range of business processes, information systems, and stakeholders across government. TD will cease providing payment card transaction processing services on the card networks effective November 1, 2027. To ensure continuity of service, all provincial payment card processing activities must be successfully migrated to Fiserv by August 31, 2027.

BACKGROUND

The project requires the replacement of government’s existing payment card processing infrastructure, including hardware, software, and transaction processing services across all participating ministries and organizations, including the Liquor Distribution Branch (LDB).

The scope of the transition includes:
• Approximately 480 merchant accounts;
• Replacement of approximately 460 Point of Sale terminals;
• Replacement of approximately 1,000 PIN pads; and
• Reconfiguration and redirection of approximately 50 web applications used to accept payment card transactions.

Payment card transaction data is transmitted daily from the acquiring service provider to BCM’s mainframe system, where it is consolidated, coded by location and program, interfaced with Oracle General Ledger, and distributed to ministry clients for reconciliation and reporting purposes.

Concurrently with the Fiserv Transition Project, BCM is undertaking a separate initiative to replace its existing treasury operations mainframe system with a SaaS Treasury Management System provided by FIS. The new system is a critical component of the Province’s payment card processing and reporting environment and is targeted to go live in May 2027.

As both projects require significant business and information technology resources, there will be resource capacity challenges for subject matter expertise and project support. The Fiserv Transition Project Manager will be required to coordinate closely with the FIS Treasury Management System project team, effectively manage project dependencies, and deliver the transition within a constrained budget and resource environment.

SCOPE

The tasks and responsibilities for this position are outlined below:

1 Project Kickoff & Governance:
Establish project governance structure, resources and stakeholder engagement model.

Tasks:
• Establish project management team and project resources;
• Develop detailed project plan, timeline and milestones;
• Develop stakeholder communication plan for business teams, technical teams, 3rd party vendors and partners;
• Co-ordinate implementation with stakeholders (Liquor Distribution Branch, ministry clients, American Express, Fiserv); and
• Risk identification, analysis and risk mitigation and management.

Deliverables:
• Governance structure;
• Project schedule;
• Communication and stakeholder management plan; and
• Risk register.

2 Merchant & Financial Setup:
Establish merchant account structures and revenue reporting configurations with FIS/mainframe environments.

Tasks: Assist BCM and Information Systems Branch with co-ordinating new vendor set up to:

• Create new merchant numbers, location IDs and coding structures for the Corporate Financial System;
• Configure Fiserv interfaces in TMS/Mainframe; and
• Configure revenue and chargeback and retrieval reporting.

Deliverables:
• Merchant account inventory;
• Location IDs and coding set up; and
• Reporting configured.

3 Payment Hardware Migration:
Migrate payment hardware from TD to Fiserv. Tasks:
• Work with BCM leads and Fiserv to manage replacement of POS terminals across all ministries;
• Work with the TMS Project Manager to integrate Fiserv payment processing solutions within the TMS project timelines; and
• Co-ordinate with LDB Project Manager to integrate their hardware and software transition with BCM business and system requirements.

Deliverables:
• POS terminal deployment completed; and
• Payment processing certification and test completed.

4 E-commerce Migration:
Transition all online payment channels and integrations to the Fiserv payment gateway. Tasks:
• Assist BCM and ISB teams to plan and communicate the transition of government web applications from
Worldline (Shift4) to Fiserv;
• Co-ordinate with BCM to ensure third-party web applications are migrated to Fiserv (Camis, IcePay, Adobe, etc.); and
• Manage application testing timelines, certification and cutover activities between ISB and ministries.

Deliverables:
• Web application migration completed;
• 3rd party integrations validated; and
• Production cutover completed.

5 Operations and Access Management:
Set up operational readiness and support capabilities for both BCM and ministry users. Tasks:
• Ensure timely set up of access to Fiserv online systems (BCM users and ministry clients);
• Establish training plan for BCM users on Fiserv portal – (train the trainer for ministry clients);
• Monitor retrieval and chargeback process with Fiserv (forced redesign possible); and
• Ensure operational reporting and exception management processes are documented.

Deliverables:
• User access established;
• Chargeback and retrieval process and reporting established and documented; and
• Users provided with training materials.

6 PCI Compliance & Risk Management:
Ensure compliance and readiness for 2027 PCI audit. Tasks:
• Work with government PCI team and incorporate requirements into project plan; and
• Ensure all PCI requirements are in place and documented for the 2027 audit.

Deliverables:
• PCI compliance plan integrated into project timeline.

QUALIFICATIONS

The Project Manager is required to have the following skills and experience:
a) have a minimum of three (3) years of experience within the last seven (7) years as a Project Manager in one or more of the following knowledge areas:
• Project Integration Management
• Project Scope Management
• Project Time Management
• Project Cost Management
• Project Quality Management
• Project Human Resource Management
• Project Communications Management
• Project Risk Management
• Project Procurement Management

b) have an undergraduate degree (e.g. BA, B.Sc, information technology, engineering or other technology related field). The Province will consider certification as a CA, CMC, CMA, CGA, or CFA as an alternative to a conventional undergraduate degree;

c) preferably have a PMI – Project Management Professional (PMP®) designation;

d) have ability to make effective use of technology (e.g. special product knowledge such as Microsoft Project);

e) provide project examples that clearly demonstrate experience on at least three (3) projects of eight (8) months or longer duration, which includes strong communication skills to lead stakeholders from multiple groups with diverse interests to consensus on project scope, objectives and responsibilities and liaison with Ministry management and staff;

f) provide project examples that clearly demonstrate three (3) or more years in managing multi-disciplinary teams (e.g. core business staff, professional employees, middle managers and other private sector contractors) and developing feasibility studies, business cases, and treasury board submissions;

g) provide project examples that clearly demonstrate experience in preparing project charters, master project plans, providing risk analysis and risk management, and coordinating Ministry resources and contractors to achieve project objectives;

h) provide project examples that clearly demonstrate experience in managing change requests/budget requests including:
i. cost estimates;
ii. schedules;
iii. resources required to deliver integrated solutions;
iv. deliverables; and
v. inter-dependencies on other tasks/sub-projects/Ministries’ projects.

The Project Manager will possess demonstrated expertise on projects with the following characteristics:
a) medium complexity and/or sensitivity (usually small to medium scope in a fairly static business environment with limited need for scope adjustment);

b) multiple stakeholders (typically involving interaction with a cross-discipline team represented by several interested parties) such as:
I. government (e.g. a provincial government),
II. broader public sector (e.g. a crown corporation, municipality or agency).

c) routine timelines and budgets generally not exceeding $5 million and usually under one (1) year in duration; and

d) impacts may be to all of government, broader public sector, private sector and to large components of citizenry.

In addition to the skills and experience set out above, the candidate should demonstrate that they have the following additional skills and experience:
a) Needs experience with team / committee leadership and meeting facilitation where the attendees include the project team, clients and vendor representatives.

b) Communication skills:
i. Comfortable facilitating video conference meetings.
ii. Comfortable moderating discussions with many participants and differing points of view.
iii. Good communication skills both spoken and written.
iv. Clear and concise note taking and action item tracking during a meeting.
v. Experience creating editing and presenting using recent versions of Microsoft PowerPoint.

c) Experience creating editing and presenting data and outputs using recent versions of Microsoft Excel.

d) Should have experience facilitating issue resolution discussions that meet expectations of clients, and vendors while adhering to the project’s scope, timeline and budget.

e) Preference will be given for experience working on projects in the banking and/or credit card industry
