Tri-global Solutions Group Inc. is seeking two (2) Senior Procurement Specialist (Technology Procurement) to join our talented Service Delivery team at Ministry of Justice (Government of Alberta).

WORK MODEL: The successful contractor will be working primarily remotely, though must be available for onsite meetings when required. It is anticipated that this role will be 100% remote. This arrangement may be subject to change and can be discussed further with the selected candidate. Work MUST be done from within the Province of Alberta at all times due to network and data security policies. The office is in Edmonton, Alberta. Applicants must be authorized to work in Canada to apply (Canadian Citizen or Permanent Resident). The Government of Alberta does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink. Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding observed holidays.

PROJECT OVERVIEW

Project Name:
Technology Procurement

Scope:
Court Technology Services (CTS), in collaboration with the Technology and Innovation procurement team, is seeking a Procurement Specialist to support the delivery of Technology Procurements for CTS.

DESCRIPTION OF SERVICES

This resource will be dedicated to completing procurements for Court Technology Services (CTS) and complete the following as directed by the Procurement Manager/Director:

• Develop procurement and contracting documentation most suitable to ensure business objectives are met through a transparent, fair and efficient open procurement process.
• Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to the procurement and contracting methodology to be applied.
• Produce and package procurement deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
• Manage the procurement aspects of multiple projects, project managers and project governance.
• Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget in relation to the procurement process.
• Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues in relation to the procurement process.
• Support the development of project schedule plans and strategies, estimate resource requirements, develop and monitor work plans for completion of project tasks in relation to the procurement process.
• Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks as they relate to the procurement and contracting processes.

MANDATORY REQUIREMENTS

– Bachelor’s degree in Business, Supply Chain, Commerce, Public Administration, Social Sciences, Humanities, Science, Procurement, or related field. (Yes or No)
– Experience leading RFPs, NRFPs, RFIs, RFQs, RFXs, evaluations, debriefings, and contract negotiations. (5 years+)
– Experience drafting, reviewing, and managing vendor contracts in a complex environment. (8 years+)
– Providing procurement advice to internal clients, senior leadership, and cross functional teams. (8 years+)
– Experience procuring goods/services under Canadian public sector entities (e.g., trade agreements, procurement legislation, contract law, GOA policies). (8 years+)
– Experience applying NWPTA, CETA, CFTA and/or CUSMA to procurement activities. (7 years+)

DESIRABLE REQUIREMENTS

– Certified Supply Chain Management Professional (SCMA), Certified Public Procurement Officer, or other recognized procurement certification. (Yes or No)
– Experience procuring for modernization projects, digital programs, or cloud based solutions. (5 years+)
– Ability to evaluate cost models, contract risks, and pricing structures. (5 years+)
– Experience procuring software, hardware, cloud services, cybersecurity tools, integrations, or digital platforms. (5 years+)
